Civil Netizen is a new concept in the already over-exploited field of transfering files among various users. More specifically, this application lets you determine exactly which users can download your files, assuring you that only those you indicate can share with you.

The system, although new, is very simple. When you have a specific file to share, Civil Netizen automatically gives you a key text which has to be sent to the users who want to download from you. The user has to paste that same security information into Civil Netizen to be able to download the file in question.

In summary, Civil Netizen isn't a file transfer program that can substitute large P2P systems, but it can be a big help if you want to avoid huge emails with attached files, or publishing a file on a website where you don't control who downloads it.
